Bus Users UK helps shape Scotland’s £2 bus fare cap pilot for 2026

Bus Users UK has been at the heart of the selection process for the Regional Transport Partnership (RTP) that will trial a £2 bus fare cap in Scotland.

The pilot has been awarded jointly to Hitrans and Zetrans and will cover Highland, Moray, Argyll and Bute and island communities in the Western Isles, Orkney and Shetland.

The 12 month, £10 million pilot aims to make bus travel more affordable, particularly for lower-income households, to boost passenger numbers and customer satisfaction levels, and to make bus travel more viable.

Greig Mackay, Bus Users UK’s Director for Scotland, was one of four representatives on the selection panel considering bids from four different RTPs to run the pilot: “Bus Users UK advocates for the millions of passengers across Scotland who rely on these lifeline services. Playing such a central role in this process ensures passengers are fully represented in decisions that will affect communities across the region.

“Making bus travel more affordable doesn’t just benefit the people who rely on it – it encourages modal shift which reduces congestion and improves service reliability, making buses more viable and protecting them for the future.”

Bus Users UK will continue to work with Transport for Scotland and Scotland’s Regional Transport Partnerships to support the pilot and maximise its impact for passengers.
